Europe Creative

The European Union’s framework program for the period 2014-2020, Creative Europe is dedicated to the cultural and creative sector. It aims to support the changes in these sectors in response to the disruptions brought by globalization and digital technology and has the following objectives :

– To promote and safeguard cultural and linguistic diversity in Europe. 

– Strengthen the competitiveness of the cultural and creative sector in the context of the 2020 strategy for smart, sustainable and inclusive growth.

– Promote and facilitate the mobility of cultural actors and audiences across Europe.  

– Strengthen the financial capacity of the sector’s players and the invention of new business models.

 

The program pays particular attention to proposals that promote change in sectors such as the renewal of professional approaches.

 

Creative Europe is divided into two sub-programs :

– The “Culture” sub-program dedicated to cultural and creative organizations.

– The “Media”sub-program dedicated to the audiovisual sector.

 

The Education, Audiovisual and Culture Executive Agency is in charge of managing the two sub-programs “Culture” and “Media” on behalf of the European Commission.

 

At national level, Creative Europe Offices provide information, advice and technical assistance (preparation of files), dissemination of documentation and networking of professionals.

 

The countries eligible for the program to apply are : 

– The 28 Eu Countries Members. 

– Accession and candidates countries. 

– The EFTA countries which are parties to the EEA Agreement. 

– The Swiss Confederation. 

– Countries covered by the European Neighborhood Policy under the terms of bilateral framework agreements with the EU.

The Culture sub-program

The “Culture” sub-program of Creative Europe supports cultural and creative organizations to operate at transnational level, in particular by promoting the circulation of works and the mobility of cultural actors.

 

5 subprogram priorities 

 

– Promote the transnational circulation of cultural works and products and creative actors: exchanges of practices, creation and production, professional skills, access to new markets, networking, audience development, intercultural dialogue…

 

– Foster the development and expansion of cultural audiences, particularly young people and people far from the cultural offer: training and skills creation, creation or co-production project with audience development strategy, interactions with communities and local audiences…

 

– Strengthen the capacities of the cultural sector through :

    • training and education, 
    • the invention of new business models,
    • the use of digital technologies. 

 

This sub-program operates with calls for the projects.

 

There are 4 types of calls projects  

 

1 – Cooperation projects 

– Implementation of transnational cultural activities (exhibitions, festivals…),

– Development of access to culture for new audiences,

– Strengthening the capacity of cultural actors.

 

Modalities : 2 types of possible projects with a maximum duration of 48 months :

 

– “Small scale projects” involving 1 project manager and at least 2 partners from 3 participating countries. Funding: maximum €200,000 – maximum 60% of the overall eligible budget.

– “Large-scale projects” involving 1 project manager and at least 5 partners from 6 participating countries. Funding: maximum €2,000,000 – maximum 50% of eligible costs.

 

2 – Literary Translation 

Translation and promotion of the circulation of works of fiction to promote te linguistic diversity of the literary offer. 

 

Modalities : 2 types of projects possible :

– Translation and promotion of 3 to 10 works over two years. Funding : maximum €100,000 up to 5% of the overall eligible budget. 

– Translation and promotion of 5 to 10 works per year over three years. Funding : maximum €100,000 euros per year up to 5% of the overall eligible budget. 

 

3 – European Platform 

Foster emerging talent, encourage their mobility, contribute to the European visibility of artists and develop European label or brand strategies. 

 

Modalities : platform consisting of a lead partner and 10 partners from 10 different participating countries, including at least 5 EU Member States or the European Free Trade Association.

 

Maximum project duration : 48 months. Present, during the first 12 months, at least 30% of emerging artists.

 

Funding : €500,000 per year maximum for 3 years – up to 80% co-financing.  

 

Network support 

Strengthen the capacity to operate at transnational level and adapt to change through the structuring of the sector, the acquisition of skills, the implementation of the general objectives of the program. 

 

Terms and conditions : Network consisting of at least 15 organizations from 10 different countries, including at least 5 members organizations from 5 different eligible countries outside the accession countries.

 

Duration of the project : 3 years. 

 

Funding : maximum €250,000 per year for three years – maximum 80% co-financing. 

 

A section is also dedicated to specific projects such as the European Capitals and European Cultural Awards.

The Evaluation Procedure 

 

Phase 1  

Evaluation according to the eligibility, exclusion and selection criteria and ranking of eligible applications according to their score.

 

Phase 2 

Evaluation of the projects with the highest scores according to the award criteria by experts appointed by the Agency following a call for expressions of interest. First individual evaluation by each expert, then in a consensus committee supervised by a member of the Agency and/or the Commission and/or other experts who did not evaluate the projects.

 

Phase 3 

An evaluation committee, composed of Commission and Agency staff, submits selection proposals to the authorizing officer following the reports and opinions of the experts.

 

Phase 4 

The financing decision is taken by the authorizing officer of the Agency or the Commission.

Focus on the “Small Size : Performing Arts for Early Years” project  

Creative Europe 2014-2020 : Cooperation project – large scale 

Europe Creative Grant : €1,995,000

Coordinator : La Baracca (Italy)

Partners : 16 including the Municipality of Limoges and the O’Navio Theatre in Limoges 

Duration : 4 years 

 

Already supported by the former European Culture Program 2009-2014, this cooperation project aims to develop the dissemination of the performing arts to young children (0-6 years old) through a network of 17 theatres and cultural centers from 15 countries in which genuine professional competence in this field has been developed. The support of Europe Creative will make it possible to enhance the value of the network’s work, to pursue joint actions (early childhood festivals, workshops for very young audiences, training and research) and to further structure the network and its conference activities, publications, documentation and promotion.

Focus on the “UE Traduction GAIA 2015” project 

 

Creative Europe 2014-2020 : Literary Translation 

Europe Creative Grant : €100,000 

Coordinator : Gaia Editions (Montfort en Chalosse)

Duration : 1 year and a half / September 2015 – August 2017

 

This project aims to support high-quality literary publishing open to a wide audience and promoting French readers’ knowledge of and contact with European literature in all its diversity. As such, it will support the publication of three Norwegian novels and two Baltic authors that will lead to the exploration of the Balkans.

The Media subprogram

The MEDIA sub-program specifically concerns the film, audiovisual and video game industry and supports European professionals in the development, distribution and promotion of their projects, particularly beyond their country of origin. It helps to launch projects with a European dimension, stimulates the exploitation of new technologies and promotes the creation of trans-European networks and training.

 

This sub-program operates with calls for projects.

Focus on the “Asian side of the doc – connecting with the asian factual market” project 

Creative Europe : Media subprogram “Market Access”

Creative Europe Grant : €140,000

Duration : 1 year / 2015-2016

Asian Side of the Doc is the first international professional event specializing in documentaries in Asia, combining both a co-production forum and a sales market that opens up many opportunities for Europeans (partnerships, search for distributors and financiers, etc.). The objective of the Europe Creative grant is to support and continue to advance this event, so that it will eventually reach the size of the Sunny Side in France, i.e. more than 2000 professionals from 50 to 60 countries, with a 3000m2 exhibition hall for around 100 exhibitors and so that it will become a verifiable gateway to the Asian market for European documentary actors.

Erasmus + Program

Erasmus + is the program to support actions in the fields of education, training, youth and sport. It is part of the 2020 STRATEGY FOR EDUCATION AND TRAINING, which aims to ensure that education, lifelong learning and mobility become a reality, to improve the quality and effectiveness of our education and training systems, to promote equality, social cohesion and active citizenship and to encourage creativity and innovation at all levels of education and training.

 

The general goals of the program 

– Strengthening an European citizenship. 

– Promote the acquisition and use of skills. 

– Develop language skills. 

– Create synergies between the sectors of formal training, vocational training, non-formal education and the world of work. 

 

As such the program supports actions in 5 target sectors : school and higher education, youth, vocational education and training and adult education.

 

Operating Procedures 

The program operates with calls for projects. An annual work program defines the priorities and types of eligible actions.

 

Countries eligible for the program 

The 28 Member States of the European Union as well as the Former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Norway, Turkey are eligible for all actions. In addition, some actions are open to other partner countries (see the guidelines for each call for projects).

 

Three key actions 

 

Key action 1 : Individuality mobility for learning purposes 

Mobility of learners and staff for work experience or apprenticeship in another country : 

– In the field of vocational training: young people (2 weeks to 12 months), staff (2 days to 2 months).

– In the field of school education : staff (2 days – 2 months).

– In the field of higher education : students (3-12 months for studies, 2-12 months for an internship).

– In the field of adult education (duration between 2 days and 2 months).

– For the Youth Actors (2 days to 2 months). 

– For youth : a youth exchange (1-3 weeks) or EVS (2-12 months).

Focus on the “Cow Boys and Girls” project 

 

Key action 2 : “Strategic partnership – school education”

Coordinator : Cenon Town Hall 

Partners : 7 partners including Palmer Rock, EPLC, Collège Jean Zay and Laba

 

Schoolchildren from Cenon and high school students from Paredes de Coura (Portugal) organize, during a school year, a cultural event in its entirety. The way for them to acquire new skills: knowing how to orient themselves in the city and its institutions, familiarizing themselves with professional languages, discovering regulations, taking decisions for the common good…

COSME Program

COSME is the European Union’s programme for the competitiveness of companies and SMEs. It aims to strengthen the competitiveness and sustainability of EU businesses and to encourage an entrepreneurial culture and the promotion of SME creation and growth.

For actors in the cultural, tourism and recreational sectors, this programme is particularly interesting for :

– Actions dedicated to the tourism sector, 

– The Erasmus for Young Entrepreneurs program. 

 

COSME is divided into 4 sections and specific goals 

– Facilitating SMEs’ access to finance,

– Developing market access,

– Improving the business environment : this strand supports actions to improve the framework conditions for the competitiveness and sustainability of enterprises, in particular SMEs. As such, specific actions are aimed at the tourism sector, considered as an area with high growth potential.

-Encouraging entrepreneurship and entrepreneurs : This component finances actions aimed at developing entrepreneurial skills and entrepreneurship training. These actions are aimed primarily at potential entrepreneurs, new entrepreneurs, young people, women entrepreneurs and target groups such as the elderly and migrants. Social entrepreneurship is also included in these actions. It is within this framework that the Erasmus exchange program for young entrepreneurs is part of. 

 

Each year, an annual work program (linked here) is defined by the European Union. This program sets out the priorities for the year and the various forms of financial support (calls for projects, calls for tenders, framework contract, ad hoc grant, etc.). 

 

Who can participate ?

The program is open to all types of structures (companies, associations, individuals, etc.). Entities established in the following countries may participate in the COSME program: 

 

– The 28 EU Members States,

– The European Free Trade Association (EFTA) countries members of the European Economic Area (EEA) : Norway, Iceland, Liechtenstein; and other European countries where agreements and procedures allow.

– Acceding countries, candidate countries (Iceland, Montenegro, Former Yugoslav Republic of Macedonia, Serbia, Turkey) and potential candidates (Albania, Bosnia and Herzegovina, Kosovo), in accordance with the agreements established with the EU.

– Countries under the European Neighborhood Policy, subject to the conclusion of agreements concerning the participation of these countries in EU programs.

 

Specific actions for the tourism sector 

 

The “Improving the business environment” component implements sectoral actions aimed at improving the competitiveness and sustainability of tourism in Europe. The 2016 Annual Work Program sets out the following objectives and support measures : 

– Diversify and increase the tourism offer by selecting new European Destinations of Excellence (EDEN) (call for tenders) : This selection is organized annually at national level within the framework of a thematic competition.   • Create conditions for a favorable and competitive environment for tourism businesses : 
    • by supporting information and awareness-raising activities and the organization of or participation in dedicated events (framework contract).
    • by improving socio-economic knowledge of the sector through a Flash Eurobarometer study (framework contract), cooperation with the OECD (ad hoc scholarship) and management and contribution to the “virtual tourism observatory” (framework contract).
  • Improve the visibility of Europe as a tourist destination by supporting tourism compagnies in finding partner companies abroad in the target markets.

Focus on the “Surfing the Atlantic Area” project 

Partners : 8 from 5 countries 

Duration : 18 months / June 2015-November 2016 

 

This project is based on the observation that there is a strong demand in Europe for nature tourism. The main objective of Surfing the Atlantic Area is to define, promote and promote the marketing of a new sustainable and transnational tourism product based on surfing, SURFINGEUROPE. This product covers 5 countries (Portugal, Spain, Ireland, France, United Kingdom) and establishes a true European surfing route by presenting very attractive sites by their beach and waves present throughout the year. This European logic is unique and makes it possible to gain visibility through a joint communication strategy on a European scale that responds to the philosophy of this sport.

 

Erasmus for young entrepreneurs 

It is a cross-border exchange program between novice and experienced entrepreneurs, aimed in particular at new entrepreneurs, young people and women. It aims to acquire or exchange entrepreneurial knowledge and ideas in order to launch or develop your business.

 

In particular, it provides the opportunity to develop a network of professional relationships, access new markets and establish international partnerships while learning new business practices in Europe and being helped to launch your own business.

 

Operating procedures 

The total duration of the exchange is between 1 and 6 months and is partially covered by the European Commission. The program applies to all economic sectors without exception, including the cultural, tourism and recreational sectors.

 

The new contractor must : 

– be at the beginning of your career,

– come from a micro-entreprise / SME with less than three years of existence, 

– have built a viable business plan, have quality training and experience, 

– be able to cover costs not covered by the European Commission. 

 

The host must : 

– be an experienced entrepreneur or an employee who is a member of a company’s board of directors,

– meet the criteria of good conduct defined by the European Commission. 

 

The management of the program is handled by EASME. Locally, contact points called “Intermediary Organizations” have been identified by the European Commission to support project leaders from the submission of applications to the effective implementation of the project. They are in charge of recruiting and connecting entrepreneurs.

 

Financing 

The financial support recommended by the European Union varies between €530 and €1100 depending on the host country.

 

The assistance will only cover functional costs (travel, accommodation) and all expenses must be justified. The total financial assistance allocated per entrepreneur may not exceed €6600.

 

Who can participate ? 

EU Member States, Liechtenstein, Norway, the Former Yugoslav Republic of Macedonia, Iceland, Montenegro and Turkey, Albania, Serbia and Israel.

Focus on an Erasmus exchange of young entrepreneurs around the craft industry 

New entrepreneur : Marta Pokojowczyk (Poland) – start-up

Host entrepreneur : Helena Loermans (Portugal) – company with 15 years of activity

Sector of activity : Craft industry, articles for artistic works and accessories

Exchange period : 5 months 

 

Both working in the field of crafts, Helena and Marta, two entrepreneurs carried out an exchange on the subject of hand sewing in both its theoretical and practical aspects. For five months, Marta, recently graduated from the Beaux-Arts, was introduced to the techniques of sewing on linen and hemp. The exchange gave rise to experimental work on ways to link sewing and painting from these materials in the perspective of Marta’s entrepreneurial project. For Helena, Marta’s entrepreneurial project allows her to promote her own activity and knowledge on her company’s website through the presentation of the young entrepreneur’s work.

Europe Program for Citizens

The Europe for Citizens’ programme aims to bring the European Union closer to its citizens by supporting initiatives for a European memory and civic participation at European level.

 

The main objectives of the program : 

– Contribute to an understanding of the EU, its history and diversity. 

– Promoting European citizenship and improving the conditions for civic and democratic participation at EU level.

– Raise awareness of memory work, history and shared values.

 

This program is aimed at non-profit organizations or local or regional public authorities, depending on the types of actions supported (see details of the calls for projects).

 

It is open to the 28 Member States of the European Union and to acceding, candidate and potential candidate countries as well as to EFTA countries which are parties to the EEA Agreement and have signed a Memorandum of Understanding with the Commission.

The program is divided in two parts 

 

Strand 1 : Europe Remembrance 

The objective is to raise awareness of the work of remembrance, history and common values as well as the Union’s objective through support for activities that encourage reflection on cultural diversity and common European values.

For the period 2016-2020, the program gives priority to the following themes: the commemoration of events that have changed the course of recent European history, civil society and civil participation under totalitarian regimes, ostracism and loss of citizenship under totalitarian regimes, democratic transition and accession to the European Union.

Maximum eligible grant for a project : €100,000 / maximum project duration of 18 months.

 

Strand 2 : Democratic engagement and civic participation 

The objective is to encourage democratic and civic participation of citizens at Union level through support : 

  • Town twinning : Projects bringing together a large number of citizens of officially or unofficially twinned towns around predefined themes of European interest linked to the Union’s political agenda (see annual and multiannual priorities). 
    • Terms and conditions : maximum eligible grant for a project : €25,000 / maximum meeting duration : 21 days.
  • City networks : Multilateral projects implemented through partnerships and transnational networks, addressing issues of common interest and aiming to develop sustainable thematic cooperation.
    • Terms and conditions : maximum eligible grant for a project : €150,00 / maximum duration : 24 months / involve municipalities from at least 4 eligibles countries, including at least 1 EU member.

Focus on the “Human Memory” project 

Europe for Citizens Program 2009-2014 

Beneficiary : Compagnie Mata-Malam

 

From the show “May your will be celebrated…. “, written from the writings of Etty Hillesum, a young Dutch Jewish woman who was deported and died in Auschwitz, the Gironde company Mata-Malam set out to ask a large group of citizens in Europe about opening and closing the door to each other. Around this play, performed in France and Germany, the company developed writing and voice workshops with young people and intergenerational groups to discuss the issues of democracy and civic responsibility. These filmed meetings as well as a series of interviews with specialists and psychoanalysts made it possible to create the documentary film “De mémoire d’Homme” on the question of memory, the enigma of the human mind, the beginnings of psychoanalysis, God and totalitarian mechanisms.

Focus on “European Meetings for cultural and historical transmission between generations

 

Beneficiary : The Committee for Twinning and European Relations of Bagnols sur Ceze

Partners : 7 partners 

 

As part of the annual meetings of the network of twinned cities, the twinning committee was able to build a three-day tour of visits and exchanges around the period 1914-1918 and the issue of intergenerational transmission. A play on local heritage performed by high school students as well as numerous visits based on local traditions (traditional games, wine-growing) presented the history and cultural heritage of a region. Then a whole day was devoted to Europe through the organization of a conference on the construction of the European Union and the history of twinning.
