Co-financed by 42 countries of the Union for the Mediterranean and the European Commission, the Anna Lindh Foundation aims to bring together people on both sides of the Mediterranean to promote dialogue between cultures and respect for diversity. It aims to promote dialogue between cultures, knowledge, mutual respect and exchanges between people of the region.
As such, it awards grants each year to civil society organizations developing innovative projects jointly involving civil society organizations and networks in the South and North of the Mediterranean. To this end, calls for proposals are issued each year in the field of democracy, development and intercultural dialogue.
The Foundation also awards prizes (Mediterranean journalism, Euro-Med dialogue, literary competition, plural + video festival), organizes the “Seas of Words” literary competition for young authors and the “Farah El Bahr” intercultural festival.

The Roberto Cimetta Fund is an international association supporting artistic and cultural exchanges and professional mobility within the Mediterranean region. To this end, the Fund is developing two main types of programs :
The mobility program : offers travel awards whose criteria vary according to the funding partnerships that the fund establishes with other donors.
The structuring programme : offers structuring support grants of up to €3,000 for artists and cultural operators based in the Arab world. The objective of this fund is to enable projects to be anchored in territories, to promote their sustainability and networking.

The European Incubators for Young Artists develop mobility, distribution and co-production programs with more than 240 creation and distribution centers in 35 countries in Europe and abroad. Their ambition is to professionalize young artists and their emergence on the international professional art scene. The objectives of the incubators are to :
– to promote the mobility of artists from multiple cultures and backgrounds on the European and international scene
– to reveal the talents of young creators and support them in a professional career on a European and international scale,
– to make the steps taken by this young generation clear through cultural events with a European dimension,
– strengthen synergies with new partner states in a strategy of opening up to the world.
They implement :

Culture Action Europe is THE cultural platform in Europe that represents cultural organizations, operators and artists from the EU 28 at European level. This network aims to be the defender of the cultural sector in the European Union and to this end, it disseminates to its members the essential information on European cultural legislation. It provides a space for exchange and the development of common positions. Culture Action Europe brings together more than 105 organizations representing more than 10,000 organizations active in more than 14 different disciplines.
ECTN is the only pan-European network for the development and promotion of cultural tourism. ECTN aims to bring together and promote transnational and inter-regional cooperation between European professionals in the tourism sector and cultural industries. To this end, the network develops spaces for the exchange of information, good practices and experiences (conferences, exchange and experience platforms), training opportunities, tools and innovative approaches. It also works to build common responses with the institutions of the European Union and other international organizations.
European Cultural Tourism Network
Composed of 134 members operating in 43 countries, the ENCATC network brings together academic institutions, arts and culture professionals, artists and training centers specialized in cultural management and cultural policies in Europe. The network promotes the sharing of knowledge, professional practices, methods, comparative research and identifies training needs in the cultural management sector in Europe. ENCATC brings together training institutions, researchers and professionals around conferences and round tables, encourages the mobility of its members through scholarships, participates in numerous publications and academic research, awards prizes for research in cultural policy and provides its expertise to policy-makers as an official partner of UNESCO and an observer of the Council of Europe’s Culture Committee.
The ENCC network brings together 14 national networks from 12 countries and associate members representing more than 3000 cultural centers in Europe. ENCC aims to support and facilitate the action and cooperation of its members at all levels, from local to international, and to defend the interest of cultural centers in political decision-making institutions. The network participates, among other things, in the production of knowledge and the identification of needs relating to cultural centers, in stimulating intersectoral cooperation and in supporting informal education practices by creating spaces for exchanges and the promotion of good practices between professionals (academic travel, conferences, staff exchanges, etc.).
Created in 2006, the EUNIC network brings together European national institutes from 28 countries responsible for promoting their culture abroad (Goethe Institutes, French Institutes, etc.). EUNIC aims to promote European values and contribute to cultural diversity and mutual understanding of cultures within and outside the European Union through cooperation projects between its members. Its expertise and scope make it a regular partner in cultural cooperation projects at the international level and an advocate of the importance of culture in international relations with the European Union and political decision-makers.
Created in 1983, the European Network of Cultural Meeting Centers brings together more than forty members from 20 countries in Europe and around the world. It aims to promote a contemporary vision of heritage and creation while contributing to the promotion of diversity and cultural pluralism. The network organizes professional meetings, coordinates and promotes joint cooperation and pooling projects and carries out documentation, studies and monitoring work on European cultural policies, particularly those relating to heritage and the challenges of tourism and cultural industries.
European Network of Cultural Meeting Centers
Founded in 1983, Trans Europe Halles is a European network of independent cultural centers that brings together 59 multidisciplinary centers located in industrial, commercial and military wastelands and 20 associated organizations from all over Europe. The network aims to promote cooperation between its members and artistic collaborations supporting contemporary creation in all its forms, emerging artists and innovative social and cultural practices through numerous activities (meetings, exchanges of artists, staff, representations within European decision-making bodies, etc.). TEH offers a platform to support stimulating exchanges of ideas and start-up initiatives as well as a resource, advice and training center focusing on the rehabilitation of European industrial heritage into cultural spaces.
Ars Baltica is a network supporting cultural cooperation in the Baltic Sea region that promotes cultural life in this geographical area and defends the importance of arts and culture in political decision-making bodies. Ars Baltica is a platform for exchanges and information gathering on the cultural sector in the broad sense and a space for meetings, networking and knowledge exchange promoting intercultural and multilateral cooperation. Its action supports artistic projects and exchanges focusing on the Baltic area and collaborations with other European cultural networks.
The Balkankult Foundation is an organization that supports cultural projects in the Balkans through partnerships with organizations present in the area and the development of cross-border projects, information networks and databases. Its action aims to establish lasting relations between the countries of the Balkan region and other European countries by creating an environment conducive to cultural diversity and intercultural dialogue. In particular, the Foundation supports the mobility of artists, the organization of meetings and study seminars, artistic creation and production and cooperation.
Created in 1998, Apollonia is a European platform that aims to promote artistic exchanges and cooperation in the field of visual arts. It brings together artists, curators, art critics, galleries, museums and cultural institutions and pays particular attention to structures and artists from Central and Eastern Europe, the Balkans, the Baltic States and the South Caucasus. Apollonia offers support to its members for the organization of events for a wide public (travelling exhibitions, artistic residencies, round tables…) and also accompanies artists (in particular emerging artists from Europe’s peripheral regions) in their mobility in Europe, their search for partners and the setting up of their projects.
Founded in 1952, EFA brings together more than a hundred festivals (music, dance, theatre, multidisciplinary) from forty countries around the world. Its purpose is to promote the ideals and importance of festivals through joint publicity and by any appropriate means to maintain and develop the artistic quality of festivals and their important role in international markets for cultural cooperation. It encourages co-production and cooperation between its members through the organization of conferences and round tables, develops training, participates in the exchange of information and good practices and lobbies the European Union through the European House of Culture.
Created in 1993, the European Council of Literary Translators’ Associations brings together 35 associations from 29 European countries (more than 10,000 individual authors). It aims to facilitate the exchange of ideas, information and good practices between its members and to improve through its actions the status and working conditions of literary translators at European level. It plays an active role in defending the legal, social and economic interests of translators in a European context, in particular through its lobbying activities with the European Union.
European Council of Literary Translators’ Associations
Founded by Hors les Murs in 2003, Circostrada is a platform for information, research and professional exchanges aimed at developing and structuring the circus and street arts sectors in Europe and elsewhere. With more than 70 members, the network contributes to the emergence of transnational projects, to a better understanding of the problems of these sectors and to building a sustainable future for them by empowering their stakeholders through resource production, observation and research (studies, symposia, etc.), professional exchanges (round tables, forums), advocacy (dialogue with local and European institutions), “capacity-building” and information sharing.
With more than 3197 screens in 42 countries, the Europa Cinemas network, created in 1992, is the first international network of cinemas with a predominantly European programming. Its objective is to provide operational and financial support to cinemas that undertake to program a significant number of non-national European films and to set up animation and promotion actions for Young Audiences. Its actions include the organization of innovation conferences and workshops, the awarding of prizes, labelling and support for operators’ initiatives aimed at young people. It also supports the exploitation and distribution in Asia, Latin America and the southern Mediterranean.
IETM is a network of more than 500 organizations and individual members from around the world working in the performing arts sector (festivals, companies, producers, theatres, research and resource centers, universities, and institutions). It aims to stimulate the quality and development of contemporary performing arts and the climate in which they evolve by initiating and facilitating professional networking, the exchange of information and good practices, communication and the transfer of know-how. IETM’s activity takes the form of a series of annual meetings that take place each year in different cities at the invitation of one of the network members. In addition, IETM regularly participates as an expert in government bodies and international seminars and symposia.
Managed by Lieux publics – a national center for creation in public spaces based in Marseille (FR), the In Situ network, created in 2003, brings together organizers who work for artistic creation in the public space. For the period 2014-2017, the network is launching IN SITU Platform, which brings together 18 members from 13 European countries and 30 street arts festivals with more than 1 million visitors. This platform aims to bring together emerging artists from all over Europe, promote the emergence and new artistic forms in the public space, foster the mobility of artists and professionals to strengthen intercultural understanding and develop audiences.
Pearle* is the European League of Employers’ Associations in the Performing Arts which represents more than 4,000 employers in Europe. It works to establish a stable environment for the performing arts by supporting the sustainable development and promotion of the performing arts in Europe. It is a forum for exchanging information and sharing experiences (management, technical skills, etc.), producing resources and collecting information on sector issues relating to Europe. In addition to representing performing arts employers in the context of social dialogue with the European Union, Pearle* is also regularly consulted by other organizations whose activities may have an impact on the performing arts sector in Europe.
Pearle* Live Perfomance Europe
Initiated by the Centre des Arts d’Enghien-les-Bains in 2007, the Digital Arts Network brings together research, production, dissemination and training structures working in the fields of digital creation and synergies between the arts, sciences and industries. Composed of more than thirty members from nine countries in Europe and around the world, it promotes interdisciplinary and transnational exchanges (co-productions, cross residencies, joint dissemination), the pooling of resources and know-how between sectors (monitoring, publications, training) and participates in strengthening international cooperation (support for the mobility of artists).
Res Artis is a global network of artistic residency programs and art centers with more than 490 members in more than 70 countries. It defends the idea that residencies and artistic mobility play a vital role in the contemporary arts community and in the development of creativity. Its action aims to open up spaces for exchanges and information for its members (online resource center, conferences, etc.), to strengthen and develop residency and artist exchange programs (identification of calls for residencies, assistance and support for emerging residencies, etc.) and to represent its members’ interests to political decision-making institutions, foundations and other networks.
Created in 2004 by UNESCO, the Creative Cities Network aims to promote cooperation with and between cities that place creativity and cultural industries at the heart of their local development plans, from the economic, social and urban point of view as well as the development of citizens’ daily lives. The network has 116 members from 54 different countries and specializes in 7 creative fields: crafts and popular arts, design, film, gastronomy, literature, music and digital arts. Its members meet regularly to share practices, knowledge and partnerships to support creativity within their network.
Founded more than 15 years ago, Réséo is a European network for opera and dance education as well as awareness raising (more than 70 members from over 20 countries). It offers its members tools for working and sharing experiences (conferences, training, publications, virtual workspaces) and promotes cooperation projects aiming to renew the artistic forms of opera and dance. More broadly, this network participates in the defense of the lyrical outreach and audience development through its lobbying of the European institutions.
Small Size is a European network for the dissemination of the performing arts to young children (0-6 years old). It offers spaces for meetings, exchanges of expertise and information on the performing arts for young children and works to develop cooperation and research projects (in particular on training and educational programs for educators and artists, producers and artists).
TransArtis is a platform for sharing experiences on residency programs that aims to stimulate the international mobility of artists. It identifies calls for projects and links to other mobility and residence platforms, and offers a mapping of residences. TransArtis also develops a program of workshops and training courses and carries out monitoring and publication activities.
This mobility grant supports the travel of artists and professionals in the cultural sector wishing to engage, alone or in a group, in a transnational development project between the Member States of the European Union, the European Free Trade Association and neighboring countries. Mobility should be seen as a starting point for the development of deeper cooperation and partnerships in the future.
In particular, support is provided for mobility aimed at first participation in a professional network meeting, first trip to the destination country, the establishment of a transnational partnership for a future project, involvement in the local cultural and artistic scene followed by knowledge sharing with peers at local or international level and, exceptionally, participation in skills development courses. Mobility to strengthen links between the European Union and its direct neighbors is also particularly supported.
Note : Mobility between two Member States of the European Union or members of the European Free Trade Association is not financed under this scholarship, nor is mobility between countries in the MED area.
Artists, cultural operators, cultural journalists, translators and researchers in the cultural fields. Priority is given to individuals aged 35 years or less and/or within the first ten years of their career.
The scholarships vary according to the destination between 250 and 700 euros. Payment of the scholarship is made after the trip and presentation of all supporting documents. The assistance provided concerns the payment of transport, visa and, in some cases, accommodation costs.
Applications are received year-round and are made online by individuals themselves at least 60 days before the departure date. Allow 1 month between the request and the answer. The trip must take place after the opening date of the applications. Direct access to the MOBILITY REQUEST PROCEDURE.
Each request must present a precise itinerary (travel in a single country) and a schedule of activities that identifies at least one partner involved in the mobility project or a host partner in the destination country.
For the same project, it is possible to apply for up to 3 mobility grants (if group application). A person may not apply for more than one scholarship per year.

– Member countries of the European Union and the Free Trade Association (no scholarship for mobility between these countries).
– Balkans : Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, Serbia and Macedonia.
– Moldova, Ukraine, Belarus and Russia.
– South Caucasus : Armenia, Azerbaijan, Georgia.
– Turkey.
– MED : Algeria, Egypt, Irsarel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia (no scholarship for mobility between these countries).

STEP Mobility Grant Guide
Three examples of mobility supported by the STEP Beyond scholarship
On the Move is THE network dedicated to mobility in the arts and culture sector. This remarkable toolkit is aimed at artists and professionals in the cultural and artistic sector and provides information on a wide range of mobility programmes and calls for proposals in Europe and around the world, as well as resources on legal and social aspects of mobility and on existing grants. Recently, On the Move has been offering training and meeting services to share the expertise of its members.
The Roberto Cimetta Fund provides travel grants to artists and cultural professionals living or working in the Middle East, North Africa or Europe who wish to network and cooperate with professionals from foreign countries.
The purpose of the trip must be :
– The preparation of a professional level project.
– Participation in a research or creative residency.
– The presence at a meeting of artists or professionals for the purpose of networking.
– Artistic improvement (internships, master classes…), professional training (exchanges, study periods or participation as a speaker or trainer).
– Attendance at debates, conferences, seminars.
In addition, mobility must be part of a long-term approach. In particular, the beneficiaries of the program must contribute to their return to the cultural development of their own country or region, and transmit their achievements to their artistic and professional environment.
The scholarships include the payment of actual travel and visa costs incurred. The payment of the scholarship is made retrospectively, on presentation of supporting documents.
– Applications are made online, during the opening periods of the calls for applications (see the website). Calls for applications may present specific eligibility criteria according to their objectives and funding lines.
– The application must be individual, written and sent by the applicant himself and must be related to an artistic discipline or cultural action.
– The trip must take place after the opening date of the applications.
– The Roberto Cimetta Fund awards a maximum of 3 travel grants per project.

The organization Artfactories / Autreparts is a common platform for thinking, research and action, transmission and solidarity for the development of art centers that organize their practices and experiments around the relationship between arts, territories and populations.
Culture Action Europe is THE cultural platform in Europe that ensures representation at the European level and organizes its practices and experiments around new relationships between arts, territories and populations. The site develops a platform of resource tools that promote the inter-knowledge and cooperation of places involved in civic artistic approaches. It contains valuable information (publications, funding opportunities, etc.) and feature articles on current events in the cultural sector.
Culture360 is the portal for cultural cooperation between Europe and Asia. The site contains a wealth of information on cultural news, funding opportunities and mobility grants. It also publishes a magazine with in-depth articles and digital tools promoting networking and develops a more specific section dedicated to independent cinema in both continents.
Culturelink is a federation of networks working for research and cooperation in the field of cultural development. Through its website and its actions (research, publications, seminars, conferences, etc.), Culturelink is developing an international information and analysis system on policies and initiatives for development cooperation.
World CP is an international database of country profiles that focus on describing their cultural policies. In the long term, this database will have the capacity to monitor and analyze major trends in cultural policies on a global scale. The International Federation of Arts Councils and Cultural Agencies (IFACCA) has been appointed by the European Council and the ERICARTS Institute to develop this international version of the “Compendium” (European version: clic here) in order to provide a tool for policy makers, researchers and citizens at large.
International Database of Cultural Policies
Lab for Culture is an information and resource platform on cultural cooperation for and throughout the enlarged Europe (more than 50 participating countries) which aims in particular to encourage networking through the use of new technologies. The site provides studies and feature articles on the issue of cultural cooperation, relays artistic and political news and funding opportunities, promotes good practices and offers online cooperation and debate tools (blog, forum…). Contacts (artists, organizations, networks) and newsletters are also available in 6 languages.
OCPA is an international pan-African non-governmental organization that aims to monitor the evolution of culture and cultural policies in the region and to encourage their development and integration into human development strategies through awareness-raising, information, research, training, networking, coordination and cooperation at the regional and international levels. The site includes an online database on the cultural policies of African countries, and a database of cultural institutions and specialists involved in the field of culture and cultural development.
