Ce projet a pour objectif d’inciter les jeunes Ă prendre activement part Ă des projets participatifs au niveau local, Ă ĂȘtre force de proposition dans des modes dâintervention dans l’espace public, Ă prendre position et ĂȘtre Ă©coutĂ© par les Ă©lus au niveau local sur les modes de participation des habitants dans leur quartiers.
- S’adressant Ă des jeunes rĂ©sidant dans les quartiers sensible, et en situation prĂ©caire (au niveau scolaire et professionnel), il a pour vocation de renforcer leur comprĂ©hension de la prise de dĂ©cision politique Ă un niveau local et dâaccroĂźtre leur participation Ă la vie citoyenne de leur communautĂ©. Ce projet a pour objectif d’encourager de nouvelles formes dâapprentissage Ă la participation.
- Les jeunes proviennent des quartiers les moins dotĂ©s de l’agglomĂ©ration de Zagreb et de Bordeaux. S’appuyant sur des projets culturels participatifs (parades urbaines), les jeunes vont comparer les contextes dans lesquels les projets participatifs se dĂ©veloppent : le degrĂ© dâappropriation de lâespace public par les habitants, les diffĂ©rences dâapprĂ©hension de lâespace public et de la citoyennetĂ© active et participative, le poids de lâhistoire et des contextes politiques et Ă©conomiques dans lâexercice de la citoyennetĂ© au niveau local. En comparant et investissant les espaces publics des quartiers croates et français, les jeunes europĂ©ens prennent conscience quâils peuvent ĂȘtre actifs comme citoyens europĂ©ens dans les prises de dĂ©cision Ă un niveau local. Lâinvestissement de l’espace public nâest pas comparable dans les deux espaces, encore timide en Croatie et beaucoup plus commun en France. Explorer les deux territoires permet au groupe de jeunes de se projeter dans un environnement commun et europĂ©en;
- Compte tenu des crises que lâEurope traverse, Ă©conomiques, financiĂšres et sociales, la notion de citoyennetĂ© europĂ©enne est fragilisĂ©e par ces diffĂ©rentes crises, favorisant lâapparition de mouvements de repli et de xĂ©nophobie.
La crise Ă©conomique et financiĂšre que traverse lâEurope a fait apparaĂźtre de nouveaux espaces dâĂ©change et favorisĂ© le dĂ©veloppement dâune Ă©conomie sociale et solidaire. Le dĂ©veloppement de projets culturels participatifs tĂ©moignent de cette Ă©volution. De nombreux crĂ©ateurs et artistes travaillent aujourdâhui en rapport direct avec les habitants (artistes plasticiens, artistes du spectacle vivant, urbanistes…)
Les opĂ©rateurs culturels qui portent ce projet travaillent dĂ©jĂ avec les populations les plus fragiles lors de manifestations culturelles au cĆur de lâespace public. Au cĆur dâĂ©vĂ©nements populaires, tels que des parades urbaines, carnavals ou autres manifestations ils invitent chaque annĂ©e des artistes Ă travailler avec la population sur la crĂ©ation dâĆuvres communes, dans le cadre dâateliers partagĂ©s par des publics de quartiers sensibles socialement et Ă©conomiquement. Ils rĂ©alisent cela tout en privilĂ©giant lâexigence artistique comme critĂšre de choix.
La prĂ©paration de ces manifestations en coopĂ©ration avec les habitants se fait au sein dâateliers, pendant des rĂ©pĂ©titions, au cours de repas communs permettant de crĂ©er des espaces dans lesquels les savoir-faire se partagent, les individualitĂ©s sâexpriment, les conflits peuvent apparaĂźtre, les dĂ©cisions se prennent. Lieux dâexpression de la citoyennetĂ©, ils sont les laboratoires de la dĂ©mocratie participative. TĂ©moins actifs de la mise en oeuvre de ces projets, les jeunes dans ce travail dâobservation dĂ©veloppent leur propre analyse, Ă©tape nĂ©cessaire Ă la formulation de propositions appropriĂ©es, adaptĂ©es aux environnements diffĂ©rents et Ă leurs interlocuteurs.
Ce projet répond aux priorités du programme sur les axes suivants :
- sensibilisation à la citoyenneté européenne
- participation active des jeunes à la vie citoyenne de leur communauté et apprentissage de la participation
- Autonomie dans lâapprentissage et dans la prise de position des jeunes et des propositions Ă mettre en oeuvre
- Respect de la diversitĂ© culturelle en dĂ©veloppant lâapprentissage interculturel (entre jeunes europĂ©ens vivant dans des contextes diffĂ©rents et au contact des populations participants aux opĂ©rations culturelles participatives)
- lâinclusion de jeunes ayant moins d’opportunitĂ© pour cause dâobstacles sociaux, Ă©conomiques, diffĂ©rences culturels, obstacles gĂ©ographiques (quartiers les moins dotĂ©s des agglomĂ©rations
- S’adressant Ă des jeunes en situation difficile, ce projet aborde les problĂšmes liĂ©s au chĂŽmage et Ă la participation active Ă la sociĂ©tĂ© des jeunes sans emplois. Intervenant dans des projets culturels Ă forte dimension inclusive, les jeunes sont en contact avec des populations connaissant lâexclusion : migrants, handicapĂ©s, jeunes Roms.
- IntĂ©grant des savoir-faire numĂ©riques, les projets stimulent lâesprit et la crĂ©ativitĂ©
- enfin, les jeunes travaillent dans des activités de plein air, arpentant les quartiers dans lesquels les projets cutlurels se mettent en place, et rencontrant les habitants, les élus, les porteurs de projets associatifs et culturels, ainsi que des artistes.

The aim of this project is to encourage young people to take an active part in participatory projects at local level, to be a driving force in proposing ways of intervening in the public space, to take a stand and be listened to by elected representatives at local level on the ways in which inhabitants participate in their neighbourhoods.
– Aimed at young people living in sensitive neighbourhoods, and in precarious situations (at school and professional level), it aims to strengthen their understanding of political decision-making at a local level and to increase their participation in the civic life of their community. This project aims to encourage new forms of learning to participate.
– The young people come from the least endowed neighbourhoods of the Zagreb and Bordeaux metropolitan area. Based on participatory cultural projects (urban parades), the young people will compare the contexts in which participatory projects are developed: the degree of appropriation of public space by the inhabitants, differences in the apprehension of public space and of active and participatory citizenship, the weight of history and of political and economic contexts in the exercise of citizenship at the local level. By comparing and investing public spaces in Croatian and French neighbourhoods, young Europeans become aware that they can be active as European citizens in decision-making at a local level. The investment of public space is not comparable in the two spaces, still timid in Croatia and much more common in France. Exploring both territories allows the group of young people to project themselves in a common and European environment;
– Given the economic, financial and social crises that Europe is going through, the notion of European citizenship is weakened by these various crises, encouraging the emergence of movements of withdrawal and xenophobia.
The economic and financial crisis that Europe is going through has created new areas of exchange and favoured the development of a social and solidarity economy. The development of participatory cultural projects is evidence of this evolution. Many creators and artists now work in direct contact with the inhabitants (visual artists, performing artists, town planners, etc.).
The cultural operators who carry this project are already working with the most fragile populations during cultural events in the heart of the public space. At the heart of popular events, such as urban parades, carnivals or other events, they invite artists each year to work with the population on the creation of joint works, in workshops shared by audiences from socially and economically sensitive neighbourhoods. They do this while giving priority to the artistic requirement as a criterion of choice.
The preparation of these events in cooperation with the inhabitants takes place within workshops, during rehearsals, during common meals, allowing for the creation of spaces in which know-how is shared, individualities are expressed, conflicts may arise, decisions are made. Places of expression of citizenship, they are the laboratories of participatory democracy. As active witnesses to the implementation of these projects, young people in this observation work develop their own analysis, a necessary step in the formulation of appropriate proposals, adapted to different environments and their interlocutors.
This project meets the programme’s priorities in the following areas :
– raising awareness of European citizenship
– active participation of young people in the civic life of their community and learning to participate
– Autonomy in learning and in taking a stand on the part of young people and proposals to be implemented
– Respect for cultural diversity by developing intercultural learning (between young Europeans living in different contexts and in contact with the populations participating in participatory cultural operations)
– the inclusion of young people with fewer opportunities due to social, economic, cultural differences, geographical barriers (the least endowed neighbourhoods in the agglomerations, etc.), and the lack of a clear vision of the future.
– Aimed at young people in difficult circumstances, this project addresses problems related to unemployment and the active participation in society of unemployed young people. Intervening in cultural projects with a strong inclusive dimension, the young people are in contact with populations experiencing exclusion: migrants, disabled people, young Roma.
– Incorporating digital skills, the projects stimulate the spirit and creativity of young people.
– Finally, the young people work in outdoor activities, surveying the neighbourhoods where the cutlurels projects are being set up, and meeting the inhabitants, elected officials, associative and cultural project leaders, and artists.
